Overview :

Botswana currently experiences localised disasters which damage property, livelihoods, the environment, and in some instances, result in loss of human life. This hinders socio-economic progress and impedes the achievement of sustainable development goals.

Predictions by the United Nations Strategy for Disaster Reduction (UNISDR) and the Intergovernmental Panel on Climate Change (IPCC) indicate that Climate Change will accelerate shifts in climate variables with the consequent increase in extreme weather events such as flooding, storms and extreme drought. This will consequently lead to a decline in agricultural production, increased water scarcity and ultimately; increased levels of poverty. Other hazards that increase pressure on lives and livelihoods of Batswana include; pest infestations, epidemics, major accidents, earthquakes, wild land fires, urban fires, animal diseases and chemical spillage.

These disasters occur against the backdrop of the outdated National Policy on Disaster Management formulated in 1996. Of primary importance is the need to strengthen the institutional framework specifically coordination mechanisms and community participation which are the cornerstone of an effective Disaster Risk Reduction (DRR) management system.

The Office of the President (National Disaster Management Office) in collaboration with United Nations Development Programme seeks to engage an expert to review the Disaster Management Policy 1996 and in so doing assess:

the extent of the alignment of Botswana Disaster Risk Reduction policies / structures/ programs to the Sendai framework

the progress of in the implementation of the national policies and programs and the effectiveness of the coordination structure for Disaster Risk Reduction
