Overview :

The mandate of the Community Based Natural Resources Management (CBNRM) programme is to promote sustainable utilization of natural resources by local communities. It has been observed that threats to biodiversity and the natural environment (e.g. land degradation, decrease in natural habitat, declining wildlife populations, poaching and human wildlife conflict) in Botswana have been escalating over the years. This escalation of threats to biodiversity has largely been ascribed to intensification of economic development associated human livelihood activities. CBNRM was therefore conceived as a way of providing an incentive for local communities to partner with government in the conservation of natural resources as they could see direct benefits from the resource.

During the initial stages of CBNRM the main focus was on wildlife particularly on hunting with communities being given hunting quotas for the concession areas that have been allocated to them. The quotas were in most cases sold to professional Safari Hunting companies. This system even though it brought money relatively quick and easy to the communities was not sustainable in the long term with the decline in wildlife populations. There was also a problem that there were no skills transfer as hunting is a short seasonal activity. There has been some policy changes over time that have been geared towards making the involvement of communities in the tourism industry more sustainable in the long term. The two main policy change are (1) The Tourism Land Bank Initiative and (2) The suspension of hunting in Botswana in 2014. The introduction of these two initiatives was meant to encourage all communities to engage in non-consumptive tourism. This consultancy is expected to assess the impact these two policy changes have had on the performance of the CBNRM programme and come up with strategy on how best to enhance the programme in light of all these changes.

The Government of Botswana in collaboration with the United Nations Development Program (UNDP) in Botswana is inviting competent firms, henceforth referred to as the consultants, for a consultancy to develop Community Based Natural Resources Management (CBNRM) policy Strategy and Action plan. The consultant is also expected to review the current institutional arrangements for CBNRM implementation and make recommendations for improvement.
